PARIS, October 27. President Faure has summoned M. Dupuy, who takes the Premiership; M. Delcasse, Foreign Affairs; M. Freycinefc, War; M. Ribot, Finance; M. Bourgeois, Instruction; M. Constans, Justice. The new Government is regarded as a strong combination. ST. PETERSBURG, October 28. The Novoe Vremya regards the situation in France as obscure and confused. The Novosti is astounded at the trouble between the civil and military powers.'
