The House went into Committee of Supply ; on the General Estimates. ' Class 1, Hotiso of Representatives, salaries and other charges, £3740. — Captain RUSSELL asked the Premier when he intended giving the House an opportunity of discussing the 'question of the appointment of officers of the House.— The PREMIER said if fair progress was made with the business he would be glad to have the matter settled before the House prorogued. — Mr TAYLOR reminded ■ the Premier of his promise made last session to give an opportunity to deal with the matter, and requested him to fulfil his promise. — The PREMIER said members had been in such haste to leave for their homes towards the close of last session that any resolutions on the subject, if they had been brought down, would not have received the consideration necessary. The only change possible was for the Speaker to recommend to Ministers j appointments to be made, and on these nomi- I nations the Government of the day would make appointments. No resolution that could bo passed could take away constitutional responsibility from Ministers. He did not think it was right that an irresponsible officer so far as the Crown wdij concerned should have control of tho expenditure of moneys of the , Crown.— After further debate, Mr MOORE | moved that the vote be reduced by £1, as an indication that the officers of tho House ' should be nominated by the Speaker. After discussion, Mr Moore withdrew the motion on ! the understanding that an opportunity would ' be given to discuss the matter before the Supplementary Estimates were brought down. The vote was agreed to. General expenses, £1145. — Considerable discussion ensued on library officials. — Mr WASON moved that the item ' ' Assistant librarian, £250," be reduced by £1. In the discussion which ensued the opinion was expressed by several members that the gentleman holding the position should be appointed librarian. — The PREMIER intimated that next session an item providing for a librarian would appear on the Estimates, when the whole question could be gone into. — The motion was withdrawn. Mr CARSON, as an indication that Hansard should be abolished, moved that the chief reporters' salary, £400, be struck out. — Negatived by 40 to 6. Mr TAYLOR moved that the item Hansard supervisor, £125, "be reduced by £25, as he considered the officer was wellpaid prior to receiving the increase of £25. He pointed out that the aggregation of these increases would result in a cry for retrenchment. — After discussion, the motion was negatived by 40 to 13. Mr BUCHANAN moved that the item assistant night watchman, £110, be reduced by £1, as he disapproved of the Premier having made this appointment. — After a short discussion, the motion was negatived by 31 to 12. — As an indication that the cost of printing Hansard is excessive, Mr MASSEY moved 'hat the amount for that service, £3500, be reduced by £500.— After a short discussion, the motion was negatived by 31 to 14, and the whole r>las3 agreed to. A lengthy discussion ensued on the vote Miscellaneous services, £18,753, with respect to the item Contingencies £9000, details of which were read by the Minister in charge. — On the item Salary British Resident, Rarotonga, the PREMIER intimated that he intended to ask the House to pay Mr Moss, the late Resident, salary to the end of the present year.— On the motion of Mr GEORGE HUTCHISON the item Compilation of early history of the colony, £150, was reduced by £75. The class was agreed to, and progress reported.
