London, March 16. Thß Welsh colliers are urging the mineowners to limit the output of coal as a con' dition of the renewal of the sliding gcale of payment. It has come to the knowledge of the manager of the London Dental Institute, in Duneclin, that a person giving himself out as a representative of the institute is visiting the country districts. Residents out of town are warned that the instt tute has no representative whatever in tiM country
