RUSSIA AND TURKEY.

The Viedemosti, in whet is believed to be an inspired article, states that Kusuia's policy is to reduce Turkey to a state cf complete dependence upon Russia, and she does not intend to subordinate her interests in Turkey to the wishes of European financiers. Paeis, November 24. Financiers are infuriated that it Is impossible to afford the Porte help until practical reform is executed.
