London, May 13. Sir J. Pender (L.U ) has raaJgned bis seat as member for the Wick district; in oonssqaenqe of ill-health. The Voluntary Schools Bill passed its second reading in the House of Commons by a majority of 267, including 57 Irish members. May 11. Sir W. V. Harcourb threatened that; the Opposition would fight each clause of the Voluntary Schools Bill in Committee. May 15. SpeakiDg before a meeting of the Colonial party in the Houae of Commons, Majorgeneral Huttoa declared that Melbourne wrb one of tho beat fortified places in the Empire. Sydney also had excellent defence. The Radical Committee of the Commons have omitted Homo Eule, and limit their platform to tho abolition of the House of Lords.
