THE BEER DUTY.
Daring the debate which followed the Colonial Treasurer's amended resolutions of the tariff, Mr G. W. Russell, after strongly denouncing the total incompfctency of tbe Government, asked the Premier why he did not meet the question of an increase of beer duty boldly bj impoiing three halfp n nce per gallon, which would realise £30,000. Getting no reply he Mntinued to aak how long they were going to be dominated by a beer ring, and concluded by annouuoing tbat be was quite ashamed ef the Government for their blundering incapacity in connection with this tariff. Mr Kelly (of Invercargill) suggested that a threepenny beer duty would be approved, but Mr Russell con-
eidered the Government would be doing the right thing if they made a three halfpenny duty on beer and loft lea alone. Ho also took the Premier very severely to task for not leading tho House, but allowing it to lead him. This was a retort to tho Premier's remurk to him during the bank discussion, when the Premier csked the me.nibev for Riccarton to allow him to lead the House. Riccartou baa a good memory.
