REFORMS IN ARMENIA.
London, September 4. It is reported in Constantinople that Lord Salisbury has informed the Turkish Ambassador that if the Sultan refused to allow the control of the Armenian reforms by the Powers, a European Congress would be summoned to apply article Gl of the Treaty of Berlin with an international commusion, and further opposition would be the signal for the dismemberment of Turkey. Consternation is said to prevail in the palace. September 5. Rustem Pasha donies the report that Lord Salisbury threatened him with stringent measures if the Armenian reformß were nob oarriod out. Constantinople, September 9. The Porte refuses to allow Christian valfcr, mutessarife, and other officials to be chosen according to population, and also declines to allow Christians to be admitted as members of the gendarmes. It is improbable that the Powors will be satisfied with this.
