CANADIAN FEDERATON.
By next week you will have had all the telegrams giving an outline of the proceedings of the convention now sitting in Sydney. Then I'll transcribe for you the powers of the Federal Parliament of the Canadian Dominion, and the powers of the Provincial Parliaments. The slip will be handy to keep for reference, and I would also advise you to keep the telegrams relating to the present convention that you may use them for reference purposes also.
