COMPLICATIONS THREATENED.

Berlin, April 5.
Persistent reports are being circulated to the effect that Prince Bismarck, fearing that Russia may take umbrage at the projected betrothal of Prince Alexander of Battenburg to the Princess Victoria, daughter of the Emperor, has tendered his resignation as Chancellor of the Empire. Another statement is to the effect that Prince Bismarck merely contemplates resigning in consequence of continued ill-health. Both statements are guardedly denied. Queen Victoria favours the marriage, and it is understood that her contemplated visit to the Emperor is in accordance with her expressed desire to be present at the betrothal ceremonies. April 8.
It is probable that the betrothal of Prince Alexander to Princess Victoria will be postponed until the ceremony shall have been deprived of political importance by the settlement of the Bulgarian difficulty.
Bismarck's organs contain insulting references to the Emperor and Empress.
London, April 5. There is great excitement all over the Continent in consequence of the rumoured retirement of Prince Bismarck from the Chancellorship of the German Empire. St: Petersburg, April 9. The Eussian press state that the . betrothal of Prince Alexander -to Princess Victoria is a part of the Emperor's liberal policy.

The North Deutsch Zeitung states that the betrothal of Prince Alexander and Princess Victoria has been abandoned.
It is stated that the Emperor declined to accept the resignation of Prince Bismarck. Prince Alexander of Battenberg will arrive here on the 12th inst. and her Majesty Queen Victoria on the 20ch.
Public opinion favours, the stand taken by Prince Bismarck against the marriage of Prince Alexander of Battenberg to Princess Victoria.
The Cologne Gazette appeals to Prince Alexander's patriotism to refrain from pressing his suit.
April 8.
The official press announce that Prince Alexander has failed in his suit for the hand of Princess Victoria, and it is stated, though not officially, that the betrothal has been postponed. Prince Bismarck will not resign. The difference between Prince Bismarck and the Emperor Frederick over the betrothal of Prince Alexander and the Princess Victoria is the. absorbing topic in England and on the Continent. The Emperor and the members of the Government are at variance on the matter, and it is believed the latter wished to test the strength of the Emperor. The Empress is incurring disfavour owing to her hostility to Prince Bismarck, and is generally blamed for inducing the Emperor to force on the match.

The Standard states that the Emperor of Germany persists in the betrothal of Prince Alexander.
