(Per Fbess Association.) London, February 28. The Admiralty are mobilising a strong fleet, nomiually for the spring manoeuvres. St. Petebsbubg, February 29. The St. Petersburg press suggest that if the Powers agree, Kussia should undertake a naval demonstration against Bulgaria on the Black Sea coast. There has been a panic on the Bourse, owing to a heavy fall in Russian rouble notes. (Special to Press Association.) London, February 29. Count Herbert yon Bismarck has arrived here. It is believed that his visit is in connection with Bulgarian matters. Stamboul, February 29. An impression prevails in diplomatic circles here that the Porte will not reply to the Russian Note, but will temporise to gain time. Paris, February 29. The presence of the British Mediterranean fleet at Genoa has greatly irritated the French, and some Parisian journals have openly denounced Lord Salisbury as conspiring with M. de Orispi, Italian Premier, and Prince Bismarck to destroy France.
