THE TQNGA ISLAND.
According to a despatch from Berlin, published in American papers of September 10, Great Britain has concluded a treaty with the King of Tonga under which that monarch will cede nothipg to a foreign power without the assent of England. This' treaty is an unpleasant surprise to Qermany, as the Tonga Island has been considered a promising field for German enterprise. It also deeply chagrined the officials of the JJnited States realising the commercial value of Tonga or Friendly Island. The United States department last year entered into negotiations with King George and concluded a treaty by which diplomatic and consular relations were to be established between the island and the JJnited States. (Congress, however, refused to make any appropriation for the service, and the treaty lapsed and cannot now bo revived, although at the present time the bull; of the Tongan Island trade is with Australia, some of it going direct to England, there is no earthly reason why New York and Sah Francisco should not be in the export and import markets.
