London, June 7. Lord Harris, Under-seoretary for War, replying to Lord Churchill's censure on the Army and Navy, stated that the comparison between the British, Geman, and French armies was unfair. . Troops on the Continen were mainly conscript's, , whereas those o Britain were voluntary, and, naturally tha former would be larger in number/arid cos less. He denied that there , had been in capable management. He considered tha the defence of King George' Sound was un important. t ,' . ' .
