BRITISH AND FOREIGN. (Rkuteb's Telegbams.) London, March 25. The Electoral Reform Bill is under consideration. On tho motion for second reading in the House of Commons last night, Lord John Manners introduced the amendments of which he gave notice on the 4th inst. Thoy set forth that the proposed Reform is unacceptable without a bill for the redistribution of Beats. The debate lasted throughout the sitting. The division is expected to take place eaily next week. New Yokk, March 25. News haa been received here that the Missouri (?Mi°fii«Bippi)ha« overflowed jts'i ank->, and that an immense tract of country near N>w Orleans is submerged. It is feared that many persons have been drowned. (Special to Pbess Association.) Lojsdon, March 26. It is reported that Russia intends to abrogate the remainder of the Treaty of Paris. It is feared that the Sultan of Turkey is going mad. Mr Gladstone has so far recovered that it is expected he will resume bis seat in the House of Commons on Monday next. ! [ j i
