(To the Editor.) Sir, —It was with amazement when I read the report of the Council meeting where a certain councillor had installed his own septic tank and no action was taken. May I ask what would have happened to any ratepayer just as efficient as this gentleman (and there are dozens), who undertook to do his own work? I venture to say the said councillor would have been the first to move for a prosecution. Who made all the noise about the Kailway Jlall Why restrict the use of hoses in the borough when there are others out of the borough drawing off as much water as they desire Remember these people only pay £d yearly for the water and no rates. —1 am, etc., B.
