Eleven peers of Tokio memorialised tne Government on the failure of the authorities to prevent disturbances in the city wherein the Mikado resides, asking why the chief of the metropolitan police was degraded, while his superior, Yoshikawa was retained in office. London, September 15. After a nine hours' parley Fukushima and Crandosky on Thursday evening arranged an armistice commencing on the 16th. The armistice established a neutral zone accessible only to civilians. Shahotku, on the railway, is the centre of the zone. The naval envoys meet in a bay near Vlanivostok to arrange a neutral zone. The local commandants of the Korean frontier negotiate separately.
