A Reuter's despatch states that Baron De Oourcel, late French Minister to England, suggests that Marchant should retire from Fashoda if the Bahr-el-Ghazal is delimited and an outlet conceded into the Nile. Lord Salisbury is considering this suggestion. Cairo, October 18. The Khalifa is flying westward,; almost deserted by his followers. THE ANARCHISTS. Berne, October 17. Anarchists have sent threatening letters to Adolphe Deucher, President of the Swiss Republic. Paris, October .17. The Figaro asserts that an Orleanist conspiracy exists to restore Monarchial Government in France, and states the Duke of Manchester is implicated. The Duke, who has just returned from a visit to Australia, and is now in Paris, declares the charge against him is merely childish. THE CRETAN AFFAIR. St. Petersburg, October 17. The Sultan has agreed to the unconditional evacuation of Crete. A great efflux of terrified Mahommedans has taken place. The Porte has summoned 150,000 men belonging to the reserve. The object is unknown. FAR EAST. Shanghai, October 17. The Tsung-li-Yamen has informed Sir Claude MacDonald that the Emperor's health is improving. It declares that the Dowager is not opposed to any genuine reforms suited to the conditions of China. It has also appointed two Boards to supervise the trade of Southern China.
