TUKKISH AFFAIRS. Constantinople, January 16. The Foreign Embassies here have received information .that a state of anarchy prevails in six provinces in the north-east of Asia Minor. The Moslems in these provinces are acting in utter disregard af all authority. The young Turkey party has issued a manifesto advising its members to use arms, and declaring their duty is to kill the occupants and burn the Yildez Palace. THE ARBITRATION TREATY. Washington, January 14. A canvass amongst members of the United States Senate shows that forty-two favor the arbitration treaty, twenty desire an alteration of the terms, and 18 are opposed to its ratification.
It is considered probable there will be much delay, and a long debate in Congress over the question. The Jingoes are roused and suspect England has some ulterior design in limiting the operation of the treaty to five years. Russian hostility and the political animosities of Cleveland are considered likely to influence public opinion in the United States in regard to the treaty. It is proposed in New York that the ratification be celebrated internationally.
Paris, January 16. Newspapers express satisfaction with the Anglo-American Treaty. Berlin, January 16. The liberal and clerical journals are favorable to the treaty. Vienna, January 14. The Austrian press are enthusiastic over the treaty.
THE VICTORIAN MURDER. Melbourne, January 15. William Phillips, aged 19, who has been arrested on suspicion of murdering Brady, was discharged from Cooper and Son's employment, Brady diccovering he had embezzled a sum of money. It is alleged the accused arranged to meet Brady at ten o'clock on Tuesday night. He admits he called at the shop, but finding the door locked went away. The police have ascertained that Phillips had purchased a revolver and cartridges on Monday night, which he posted to his brother in the country. Next morning spots of blood were found on Phillips' clothing, and a quantity of stock alleged to be stolen from Cooper's was found in his possession. He denies any connection with the murder.
Melbourne, January 16. The revolver which Phillips posted to his .brother on the day succeeding the murder has been recovered and blood stains have been found on it.
