Parihaka Road Board.
The ordinary monthly meeting was held on Monday, August 19fch. Present :—Messrs M. Fleming (chairman), Maxwell, Billing, Dew and Hiekey. Minutes of the previous meeting read and confirmed. The committee appointed to deal with tenders for the Ngariki and Manahi Roads and the appointment of ranger reported that for No 1 contract the tenderers were E. Dunton 2s 4d per yard, E. O'Sullivan 3s; for No 2 : G. Dunton 2s Id, spalled stone and gravel, and 3s Gd for shingle. E. O'Sullivan 3s per yard for shingle. Mr Dnnton's tenders were accepted for both contracts. Messrs T. Conroy, A. Coffey, D. Whaley, W. Tiudall, George Ashdown, K. V. Breach and T. Freeman applied for appointment of ranger. Mr A. Coffey was appointed. A deputation from Warea East Boad waited on the Board and presented resolutions passed at a meeting there requesting that the Road Board ascertain from the Colonial Treasurer if he will accept repayment of £l5O off the loan of £660. If so will interest be allowed on this sum, or will special rate be reduced, or would it go to shorten the period of repayment.. Resolved that the request be granted, and the clerk write for the information desired. [Billing-Dew.] The Board adjourned. DOMAIN BOARD. Same members. Messrs Chapman and Tyrell waited on the Board re the Rahotu Cemetery and reported that after examination they recommended an exchange being made of Section 63, present cemetery site for a portion of Section 45, recreation reserve. Resolved that a coommittee consisting of Messrs Fleming and Dew be appointed to consult with Messrs Chapman, Tyrell and Gane, examine site proposed, and interview tenants of Section 45 ; then that the Minister of Lands be requested to set aside six acres of this section for the purpose of a cemetery. [Maxwell-Billing.] On the motion of Mr Fleming seconded by Mr Billing, a vote of thanks was passed to Messrs Chapman, Tyrell, and Gane, for their trouble and energetic action in the matter. ROAD BOARD RESUMED. Mr Dunton gave a personal explanation re a complaint that appeared in th 6 Opunake Times signed by " ratepayer," stating that he had- used 5horse teams in repairing the Manahi Road. He had doubled his leaders but had not inoreased the load above one yard, if it was over that he would at any rate, not be paid for it. He knew it was personal spite that caused the complaint, The Chairman assured him that the Board took no notice of such scribblers, and it would not affect Mr Dunton in the eyes of the Board. Mr Crisp waited on the Board in support of his letter re land fund accruing from Sections 20, 21, and 83, Block XII, Cape, and requested that they be spent on the blind road running between Sections 20 and 21. The Clerk said the thirds amounted to 15s lOd.
Resolved, that letter lie on table. [Dew- Fleming.] FromE. K. Morgan, asking Board to fell bush on Okahu Road fronting his section and offering to do the work for 30s, No action,
From E. R. and F. H. Morgan asking that hi event of their scrubbing Ngariki Road in front of their sections that on completion of scrubbing they be paid 75 per cent and balance when burned and passed. Mr Billing moved that request, be granted. Lapsed for the want of a seconder,
From C. S. Stronge and R. H. Pepperill, asking that ranger be suspended on Arawhata Road. Mr Billing moved and Mr J. C. Hickey seconded that request be granted. Ayes: Billing, Hickey. Noes : Dew, Maxwell, Fleming. From D. C. Simson and D. O'Sullivan, stating they did not consider Mr C. Breach a fit person to be appointed ranger. Mr Hickey called attention to the need for a small outlay on the Waiteika Road to make it passable. . The revenue from the* road under the past valuation was £8 8s 6d, whilst last year £22 had been spent on the road, so that it was a couple of years overdrawn.
Mr Maxwell wished to call the attention of the Board to the irregular proceedings of the last meeting with regard to the irrigation proposals at Opua. The Board had agreed unanimously to«carry out the proposal and it should not have dropped it without notice of motion to rescind resolution being given. The statement that there would not be sufficient water was absurd. The proper course was for those objecting to more for a mandamus. Mr Dow said his opinion'was that the Board had no business to take it in hand at all; but, under any circumstances, the promoters should have got the other settlors to agree to it. The Chairman said he was principally responsible for it being dropped. When it was proposed he had asked Mr Maxwell aud had been assured by him that there would be no objectiou, whereas every owner of land on the stream objected. The promoters would not guarantee the expenses, and he did not feel iucliued to go to the court and fight for a public water course for the private benejit of a few individuals with the ratepayers' money. His experience was that where all the owners abutting on a stream objected it would be fatal to such project. Accounts amounting to £57 7s lid were passed for payment.
