HOME AND FOREIGN. Tokio, February 21. The Japanese will refrain from attacking Chefoo, but are determined to dictate terms of peace in Pekin, where the Chinese Court is preparing to fight.
A bill has been submitted to the Japanese Diet voting a further war expenditure of two millions. Shanghai, February 21. Two thousand people have been killed by the explosion of a fort in Formosa. The captured warship Chen Yuen has sailed for Japan with a Japanese crew. The Chinese army at New Chang continues to receive reinforcements. It is reported that a secret society, having for its object the overthrow of the Emperor and the central administration, has been discovered in Pekin. The leader has been arrested.
Generals Faotai Shang and Yehchicao have been sentenced to be imprisoned till the autumn, and then executed, for the loss of Port Arthur. London, February 21. Thirty-four of the Echuca's cattle were landed in good conditions. Owing to injuries received in trucking three died off the cost of Australia, and it wa3 found necessary to kill two others which became cramped from cold during the voyage. The rest improved in weight and condition. Experts consider that the Echuca's cattle are unequal to the Port Pirie shipment both as regards quality and condition. Angus cattle are too heavy for the London market. The animals will probably be killed next week. The British Garrison in Egypt has been strengthened. The Australian Agricultural Company shows a profit balance for the year of £50,000 It is believed that the Queen has formarly sanctioned the order of Merit being conferred on literary men of distinction within the British empire. The order will be divided into three classes, the highest grade to be confined to twenty-four members, the second to one hundred, and the third to two hundred and fifty. Pressure of business prevents Mr Weddell of the well-known meat firm of Weddell and Co., from visiting the colonies at present, but he will send Mr Lowe at the eud of March on a tour through Australia aud New Zealand in connection with the dairy produce and frozen meat trade.
The salesmen consider the Echuca's cattle are too old, and the future shipments ought not to include beasts exceeding three years of age. Paris, February 21. The statement of the Cairo correspondent of the Loudon Times that a Paris journalist is openly promising the armed support of France to Egypt has caused a great sensation.
M. Floereus, the well-known French statesman, believes it is the desire of England to strike a decisive blow, and obtain a free hand in Egypt. Cairo, February 21. The El-Abrain, a daily paper published in Alexandria, in an article which it is believed is inspired, says the Khedive accuses Lord Cromer, the British representative, of duplicity. The Egyptian Legislative Council rejected several of Nubar's measures off-hand. It is believed that this action was instigated by the Khedive. A large influx of Bedouins is noticed in Alexandria, and the populace are disturbed owing to the prophecies disseminated of a massacre of Europeans during the feast of the Ramadan. St. Petersburg, February 21. The Novosti states that it is satisfied that in view of recent events in tho East Russia will not join the Triple Alliance, knowing that the Powers, after isolating and overthrowing France, would then attack Russia. Adelaide, Februory 22. Six hundred Lincoln and Merino rams and ewes, from Hocks of Amos Gilbert, have been purchased for the Ameer of Afghanistan. Sydney, February 22. Andrews, alleged to be an Anarchist leader, has been sentenced to five months' imprisonment for seditious libel. During the recent shearing troubles he published a pamphlet which was calculated to bring the administration of justice into contempt.
