Parihaka Road Board.

The minutes of previous meeting were read and confirmed. The minutes of the special meeting hrld during the month were read. Mr Wells objected to their confirmation, as the business had been done which was not authorised to be done at the special meeting. The Chairman explained that it was considered to be in the interests of the ratepayers to call tenders for the five and three quarter miles of metalling, although he admitted that it was exceeding the special business for which the meeting had been called. The minutes were then confirmed, Mr Wells recording his vote against i r . It was resolved that the action of Ike members of the Board at the special meeting in calling for tenders in excess of those authorised at the previous meeting be confirmed. Mr Corbett drew the attention of the Board to the fact that prices tendered for works which were not let had been published, which he considered wrong, as it gave their prices out and was not fair to tenderers. It was decided in future to deal with tenders in committee.. CORRESPONDENCE. From Brooker and Whitmore, asking for usual allowance for scrubbing, burning, and grassing on Waiteika Hoad. Road overdrawn. No funds. From Commissioner of Crown Lands, informing the Board that special trustees would have to be appointed for Warea Cemetery, apart from the Domain Board. Resolved, That matter bo left in the hands of Messrs Weils and Caddy, to convene a meeting at Warea to nominate three for the position. From Receiver of Land Revenue, notifying that the sum of £2OB, Land Fund, had been placed to the credit of the Board. • From M. Carroll and A. H. Moore, asking if the Board authorised the impounding of stock from roads on which no expenditure had been made; also if the Board would instruct its engineer to lay off and prepare alternate estimates for works on Ngaiiki Road with a view to a future loan for a smaller amount than the last; also requesting expenditure of Land Fund accruing as indicated in letter. Resolved, That they be informed that the expenditure of Land Fund had been already provided for in schedule. The opinion was concurred in by the members that no further steps would be taken with regard to loan unless any costs that might be incurred were guaranteed by applicants. Mr Coffey waited on the Board, and applied for permission to take the grass seed from the Ngariki Road in payment for scrubbing, burning, and grassing frontage to his section. Granted. From Mrs Crisp, requesting the Board to prepare a roll of contributors on account of the Drainage Reserve at the Cape, and to classify the land for rating purposes as required by the Act; also complaining of Messrs Qnickenden and Harvey running their water on to her land where there was no natural outlet. Resolved, That letter lie on the table until the solicitor’s opinion as to powers of the Board to deal with the Drainage Reserve be received. From M. J. Brennan, Secretary Harbor Ratepayers’ Committee, asking the Board to nominate a candidate to represent Parihaka at the forthcoming election. It was unanimously resolved that Mr Maxwell be nominated, all the members agreeing that he had attended to his duties well during his past tenure of office and had given satisfaction. From W. M. Mason, requesting that a few chains of ditching be done on Waiteika Road :• also permission to scrub on usual terms. The clerk reported that the annual income accruing to the road was £8 8s 6d. The expenditure for 1892-93 was £7 15s, and for 1893-94 £2l odd, leaving the road overdrawn £l3. Resolved, That in view of the financial position of the road the Board regrets it cannot do work requested. From County Council, enclosing resolution passed re irrigation at Oaonuij and stating that steps are being taken. From Commissioner of Crown Lands, stating that the £IOO voted by the Government for Newal Road would be expended in falling and clearing. Any surplus would be expended in formation works. From J. R. Stewart, C. E., notifying that he had opened an office in Opunake and requesting that the Board would favor him with any commissions in surveying or engineering it might require outside its own staff. Resolved—That letter be acknowledged and that request be complied with. _ From E. Danu, requesting expenditure of Land Fund accrued to Section 9, Block n, in ditching on Ngariki Road. Resolved—That tenders be called for the work returnable on Saturday, February 2nd to be dealt with by Messrs Morrison or Wright and the Clerk. The Board went into committee, and the following tenders were dealt with; — Contract No. 3 : Formation of side track and repairs to metalling on Kahui West Road. Duntou and Harrison (accepted) £l2 19s 7d; A. E. Phillips, £ls 15s; E.O’Sullivan, £2l. No. 11: Formation Kahui East Road, John McDonald (accepted), £64 16s 8d ; H. Corbett, £74 10s; C. McCollum, £B6 9s; J. McCauley and Co., £92 Is. Formation Kahui East Road : H.

Alexander (accepted), £2O 9s 6J. Resolved that felling and stumping on the Parihaka Roal bo offered to Mr Alexander at the same schedule price as the contracts on the Kahui Road.

No. 17 : Metalling on Kahui East Road. Harrison and Duntou (accepted), £249 17s Gd ; Phillips and Co., £264. o.micron and Brooking put in a tender, for the 5j miles of metalling, of £IBBB, being at the rate of £4 2s per chain. No. 13 : Harrison and Duntou (accepted) £239 12s. (This contract was transfeired to Phillips and Co.) Colisby and Julian, £319 14 6d; Cameron and Brooking, £328. No. 21 : If miles of metalling Kahui East Road. Lawn Bros, (accepted). £409 10s; Wi Kupe, £418; Cameron and Brooking, £574; Colcsby and Julian, £770. Lawn Bros.’ tender was accepted, subject to their agreeing to an alteration in the depth of metal to be put on the upper part of the contract. The Board resumed and confimed the resolutions of the committee. Letter from Mr Samuel with regard to the Boaid’s liability on account of drains. Received. Letter from Mr Samuel stating that the Beard had power now under the Public Works Act, 1891, to make bylaws to regulate traffic. Resolved that a draft of the by-laws be sent to the Minister for Public Works, asking whether such by-laws, if passed, would probably be approved. Accounts, amounting to £3B, were passed for payment. DOMAIN BOARD. Same members present. Section 68, RahotuCemetry Reserve, was let to J. Rothery at 21s per annum. Recreation Reserve, containing 20 acres, was let to J. Phillips at 6s per acre per annum.
