GERMANS IN NORWAY TRANSPORT IMPROVED FINNS ALLOW . TRANSIT (News by Cable.) * LONDON, Sept. 25. The Helsinki' correspondent of the Daily Telegraph says that great military activity is reported from northern Norway. Strongly reinforced troops are occupying important points to Kirkenes, near Vadso, at which there are extensive works for the extraction of iron ore. The Haste with which the invaders are improving the railways and roads shows the considerable importance attaching to the district. British reconnaissance and bombing flights over the north of are being intensified. It is officially stated that Finland has permitted the transit of German troops and supplies into Norway through the north of Finland, similar to the Swedish-German arrangements made in July.

PROTEST. TO FINLAND CONCESSION TO NAZIS PASSAGE OF TROOPS BREACH OF NEUTRALITY LONDON, Sept. 26. The British Minister in Helsingfors, Mr. G. G. M. Vereker, has been instructed to protest strongly to the Finnish Government against its action in agreeing to allow German troops to pass throughi Finland on the way to northern Norway. This action constitutes a clear breach of neutrality and international law.
