On Monday the newly elected Licensing Bench sat for the first time and the Court was crowded to its utmost limit. Little was done on the f rst day but on Tuesday Licenses were granted to the following : — Hereford, 0. Louisson ; Clarendon, R. Allen ; Criterion, W. Burnip ; Market, H. Haddrell ; Foresters', H. Priston ; Star and Garter, J. Toovey ; Commercial, W. F. Warner ; Al., C. Klingenstein ; Cafe de Paris, F. Arenas ; Coke'rs, T. Pophani ; Richardson's, R. Richardson ; Prince of Wales, J. Fox ; Imperial, J. Ashton ; Provincial, P. Mahr ; White Hart, J. Neil ; Empire, J. Carl ; New Zealander, T. B. Gaffhey; Terminus, F. Storey; White Swan, C. Schultheis ; Lancaster Park, T. Quill ; • Club Hotel, A. J. Lawrence; Carlion, R. Crichton ; Caledonian. 1 H. W. Felton ; Royal, J. Hatfield P. Burke; Crown/ R. Hadfield ; Queen's J, Molloy. It is hardly necessary to say r ihat. the great majority of the people are both astonished* arid 'disgusted";" ■'It" may be that the Committee is far see- ; 'ing and making the. act as obnoxious as possible m order to show the evils of bver regulation.. The Chairman quite .failed to realise the gravity of the sit--, uation. His remarks about closing at 10 or .11 o'clock were flippant, silly and illogical. , \ The decision of the Committee simply means sly grog selling all over the place. Those coming out of the Theatre will simply have their drinks m an underhand way instead of openly andlegally. The Chairman said that the Act would be strictly enforced. Simply bunkum. As;well might he say .that the police would clear the Avon from weeds with a three prong fork. Restrictive unjust regulations, curtailing individual liberty never have been and never will be enforced. Nobody knows this better than Mr Beetham j himself and he is simply pandering to the fanatics when he talks about doing impossibilities. * * * * # The heavy sentence for vagrancy has ■been successfully appealed against and quashed on techincal grounds. It has had its effect however and there are not so many speelers and bad characters about m consequence. * * # * *■ It is with extreme regret that I notice " Penuib " will no longer contribute to the Observer, I can only hope he " has gone- but not forgotton." He and I did not always agree but his writings were smart and pungent. If he hit hard it was without animosity and I always look&d forward to the time when we might be personally acquainted. * * * * * A few evenings fince about- £50 worth of damage was done to plateglass windows m Hereford St. The man was caught and ' remanded till Friday. ***** Mr W. W. Collins is still active m the . interest of his constituents. He has gone to Cheviot. The questionstill remains unanswered. Where: is our other member Mr G. J. Smith ? Echo is completely tired out with answering "where!"
