Further Approach To Western Zone NZPA—Copyright Rec. 6 p.m. BERLIN, Dec. 24. The East German Prime Minister, Mr Otto Grotewohl, today approached Western Germany for the second time in a month with a proposal for reunification. 1 In a signed article in Neues Deutschland, a Communist Party newspaper, Mr Grotewohl asks the West German Chancellor, Dr Konrad Adenauer, to answer his letter of .November 30, proposing negotiations for an all-German constitutional council.
The proposal basically is the same as that outlined at the recent meeting of Communist Foreign Ministers in Prague. It is viewed in the West as an attempt to retard the rearmament of Western Germany. It calls for the establishment of an all-German council representing both the East and West which would create a unified constitution -to be submitted to the Big Four Powers—Great Britain, the United States, France and Russia—for approval.
