Rec. 9.15 p.m. WASHINGTON, Dec. 21. President Truman today officially ignored Mr Stalin's birthday. It is President Truman’s usual practice to cable greetings to all heads of State on their birthday, but he sent no greeting to Mr Stalin. This is the second year President Truman has given Mr Stalin the col 4 shoulder.
