Powers Of Chairman
Parliamentary Reporter WELLINGTON, Oct. 17. Full powers as well, as the formal status. of Supreme 'Court Judge will be held by Sir Robert Kennedy as chairman ’of the Royal Commission on the Waterfront Industry. He will also have the right to subpoena witnesses if it is thought desirable. This authority will be contained in legislation which will return to Sir Robert the privileges he held as a Supreme Court judge. The Bill has now been drafted, and it is expected to be introduced in the House of Representatives shortly. Even if its passage is delayed, however, the commission is expected to assemble about October 25. • & , Although the Waterside Workers’ Union has declined to participate in the Waterfront Inquiry, the commission’s powers could enable union representatives to be called to giva evidence. A subpoena of this .sort would have the same effect as if it were issued by the Supreme Court.
