New Brazilian Regime PRESIDENT’S PLEDGE Rec. 9 p.m. NEW YORK, Oct. 14. Senor Getulio Vargas, apparent winner of Brazil’s presidential election, says he will give the country a Labour Government patterned on those of 13ritairi and the Scandinavian countries. Vargas, who was President of Brazil once before, has won the office. He said his regime will be dedicated to a democratic form of Government,, continued close friendship with the United States, inter-American solidarity, and the use of foreign capital to aid development.
