NEW EXECUTIVE POWERS FOR MR MOLOTOV
BERLIN, Mar. 21. Mr V. M. Molotov, formerly the Soviet Foreign Commissar, has assumed almost all the executive powers m the Soviet Union, "to spare the strength of the ageing Stalin,' according to Colonel Nakivaast, a Russian officer, who addressed a Communist audience in East Berlin. Mr Stalin is 70.
