Mr Lie’s Twenty-year Programme
N ZP A—Copyright Rec. 7 p.m. WASHINGTON. Mar. 21. A 20-year programme to win world peace was proposed tonight by Mr Trygve Lie, Secretary-general of the United Nations. Mr Lie also urged the East and West to use the United Nations for “give-and-take” negotiations. Mr Lie, addressing the national convention of Jewish leaders, said that Russia and the United States should take the first steps toward a peace programme without delay. He suggested periodic meetings of the United Nations Security Council at which the Foreign Ministers, or even the heads of Governments, could review the world situation. These should be accompanied by “ private talks on outstanding issues.” Mr Lie said he did not believe in political miracles. It would take a long time to bring the Great Powers together. However, he had been encouraged by recent affirmations from the United States and the Soviet Union about the possibilities of peaceful coexistence, in spite of their differing political and economic systems.
