OWNERS . AND MINERS AMERICAN COAL DISPUTE NZPA —Copyright Rec. 9 p.m. NEW YORK, Feb. 8. The Presidential Fact-finding Board today persuaded the owners and the miners to resume the coal dispute settlement talks. Meanwhile, the Government has ordered coal-burning locomotive mileage to be reduced by 25 per cent, for freight haulage and 50 per cent, for passenger haulage. United Steel Workers’ headquarters in Pittsburgh today gave 500,000 dollars to the miners’ strike relief fund.
