MR HOLLAND’S PROBLEM PA ' WELLINGTON, Dec. 8. Mr Holland told a press conference tonight that he had such a wealth of talent from which to select his Ministry that it had caused him very much concern not to be able to avail himself of all the outstanding ability which was available. “I have worked with these people through the years and have become fully conversant with their qualifications,” he said. “It is a painful process to one who is so conscious of the claims of these people not to be able to find places for them. However. I am greatly encouraged by the understanding of my problems and the ready willingness to put the country’s interests before personal interests. “While there have been one or two surprises, the announcement of Cabinet has been received with widespread approval. It is certainly a very strong combination. It is a good chain, with every link a strong one,” Mr Holland said. The purpose of having an associate Minister of Finance was that he would accept responsibility for the major financial policy and Mr Bowden would relieve him of much of the detailed work for which the Minister of Finance was responsible. Asked when the next caucus would be held, Mr Holland said he thought not until the middle of February.
