DISCUSSION BETWEEN COUNCILS

Replying to the council’s requestor a readjustment of the boundary line between the borough and county, the Local Government Commission wrote to last night’s meeting of the Oamaru Borough Council asking lor a certified copy of the resolution, together with a map of the area

So that no misunderstanding with respect to the proposal should arise between the borough and county councils, the letter stated, it might be advisable, if the council had not already done so, to approach the County Council tp ascertain its views on the matter. This practice often facilitated the subsequent procedure, and had the effect of clarifying the issues between the territorial authorities.

Mr Cooney said he h3d warned the council at a previous meeting that it was not doing the right thing in writing to the Local Government Commission before the question of extension of boundaries had been fully investigated. He had objected to an approach being made to the commission prior to a plan being formulated. A tremendous amount of work had to be done before the commission should be approached.

Cr Laney pointed out that there was nothing in the letter from the commission to suggest that the council had been “ silly asses ” in making an application. Plans had been asked for, Cr Laney said, when suggesting that the Waitaki County Council should be approached and the commission advised that plans would be forwarded as soon as they were available.

It was decided to advise the commission that the Borough Council would meet the County Council to discuss boundaries and that the Borough Council would communicate with the commission at a later date. The committee appointed previously to confer with the County Council was reappointed. The Mayor, Mr' M. F, E.. Cooney, was in the chair, and there were also present Crs W. R. Laney, A. Wilson, A. E. Hodge, A. Hamilton, J. Meikle, J. I. McEwan, D. S. Bain, F. J. D. Blackgrove. H. R. Wise, T. R. Beatty, and B. Steven.

The Friendly Bay Improvement Society wrote that the drain at the courts at the bay had again overflowed, leaving silt on the area. As the courts were being used freely, the society requested that the arranged plans to avoid the flooding be carried out immediately. The letter was referred to Cr Bain and the engineer, Mr K. A. Ballinger, for attention. An invitation for three delegates to attend a meeting on December 15 to discuss the water supply in North Otago with a view to making representations to the Government to formulate a scheme to provide an adequate water supply was received from the North Otago Progress League. The Mayor and Crs Meikle and Hodge were appointed the councillors’ representatives. The North Oamaru Citizens’ Association advised that it would undertake the payment of half the annual charge for a street light at the new bus shelter between Foyle and Lynn streets. The letter was received and the association thanked for its offer.

A resolution setting the dog registration fee at 10s for the coming year, plus Is for arecoline tablets, and appointing Mr G. W. Atkinson collector, was passed. On the motion of Mr Kearney, it was decided to ask the engineer to prepare a report on water supplies for other than domestic purposes.
