POLITICAL DEADLOCK UNITED STATES REPLIES TO MR STALIN STALEMATED PROBLEMS N.Z.P.A.—Copyright WASHINGTON, Rec. 9 p.m. May 19. The State Department to-day replied point by point to Mr Stalin on the 11 issues on which he said the Soviet and the United States should reopen negotiations. Mr Stalin made his points in reply to Mr Henry Wallace’s open letter. The department blames Russia for fee present political deadlock, and repeated the American view that various stalemated problems to which Mr Stalhi had referred were already in the hands of various international bodies and could best be dealt with feere rather than by a bilateral United States-Russian conference. Discussing the Japanese peace the department pointed out: “It so far has been impossible to resolve the conflict between widelv-different concepts as to the basis on which the peace conference should be held.” This" refers to the United States proposal for an 11-nation conference under a two-thirds majority voting procedure, to the Soviet proposal that the Foreign Ministers Council deal with the matter, and to China’s insistence on a Big-Four veto power in the 11nation conference.
