ESTABLISHMENT OF CONSULATE IN TEL-AVIV \ Rec. 11 p.m. LONDON, May 20. The Haifa correspondent of the Daily Telegraph says reports from TelAviv say that Russia intends to send a charge d’affair there next week and to establish Consulates there and in Jerusalem. The whole of the Eastern bloc is expected to follow suit. Mr Bevin’s Policy Defended Referring to Palestine. Mr Herbert Morrison vigorously defended Mr Bevin’s foreign policy at the Labour conference at Scarborough. He said British Labour always favoured the establishment of a Jewish national home, and he praised the “Socialistic spirit” of the Jewish agricultural settlements in Palestine. “We hope that a Jewish home in Palestine may be successfully established when the present troubles have passed,” he said. “ I appeal to the Jews and Arabs in Palestine and the Middle East to try to co-operate for the good of that land.” Recognition of Israel
