Rec. 1 a.m. LONDON. May 20. A state of emergency in Israel was proclaimed last night by the Prime Minister, Mr David BcnGurion. It gives him powers to requisition property and to issue regulations for purposes of defence and maintenance of supplies and services. The Jewish Parliament at the session promulgating the emergency regulations, passed a law empowering the Government to organise land, sea and air forces, thus creating a legal basis for transferring the Haganah into an official regular army.
