LONDON, May 18. The effect of the severe newsprint reductions on British and dominions newspapers is emphasised m the annual report of the Empire Press Union fo ThS°«port e S y s that the British press had to carry out its essential public service under a handicap amounting to paper starvation. The penny papers had been reduced to four pages—less than a-quarter of the prewar size—with the higher-priced journals correspondingly reduced and circulations rigidly restricted. “This has happened at a time ol world-wide confusion and dissension between nations,” said (he report, “ when the public has stood exceptionally in the need of world news and a guidance to its interpretation, -which the British press has in the past been relied upon to supply.” Newspapers in the dominions and the colonies also suffered in varying degrees.
