Rec. 8 p.m. NEW YORK, May 17. The Atomic Energy Commission, after almost two years of frustration, to-day gave up its attempts do establish the international control of atomic weapons. Mr Andrei Gromyko (Russia), in a valedictory attack, blamed the United States for the commission’s failure. He wanted the commission to stay alive and declared: “ I believe that an agreement is possible, but not on the basis of the American proposals.” As an overwhelming majority of the commission members support the American proposal this was the final death sentence and the commission, by 9 votes to 2, with Russia and the Ukraine opposing, voted itself out of existence.
