BREACH OF PEACE

UNITED STATES APPEALS TO SECURITY COUNCIL Rec. 9 p.m. NEW YORK, May 17. The United States to-day de- * manded that the Security Council order an immediate cessation of the war in Palestine. The American resolution declared that a threat to the peace and a breach of the peace actually did exist in Palestine. The cease-fire order would be directed both to Israel and the Arab countries. It would be applicable within 36 hours after the adoption of the resolution in the council. The United States action was brought under the United Nations Charter, Article 39. which provides: “The Security Council shall determine the existence of any threat to the peace, breach of the peace, or act of aggression, and shall make recommendations or decide what measures shall be taken in accordance with Articles 41 and 42 to maintain or restore international peace and security.” Articles 41 and 42 call for the use of armed force, an economic blockade, or the severance of diplomatic relations, or all of these. Russia indirectly supported the American proposal, saying the council should take action immediately to stop the war.
