OFFENSIVE TO BRAZIL DIPLOMATIC RELATIONS SEVERED Rec. 8.30 p.m. *NEW YORK, Oct. 18. A high Brazilian Government source said to-day that Brazil will break ?ff diplomatic relations with the Soviet as a result of the Moscow failure to apologise for the attack in Izvestia upon President Dutra, reports the Associated Press Rio de Janiero correspondent. ’ , , _ Izvestia recently declared that President Dutra was subservient to the United States and also made other statements offensive to the Brazilian Army and Government. . A message from Rio de Janiero states that the Foreign Office said today that the final steps had been taken in Brazil’s move to break off diplomatic relations with Russia. The formal announcement would be made next Monday. ~ Coldness and strict formality have characterised Brazilian and Soviet relations since their resumption in 1945. They deteriorated rapidly after the local Communist Party was outlawed early in 1947 and with the Soviet insults to President Dutra.
