DESTRUCTION ORDERED
JAPANESE WAR POTENTIAL DIRECTIVE TO GENERAL MacARTHUR Rec. 8 p.m. WASHINGTON, Sept. 3. The Far Eastern Commission announced to-day that a directive has been sent to General MacArtliur ordering the destruction of Japan's war potential, including buildings, machinery and equipment which could be used only in the production of war materials. All other primary war facilities which have some peacetime value were ordered to be impounded and made available for reparations. The commission also directed that any portion of the war-supporting industries in excess of Japanese peacetime needs was to be made available for removal as reparations. Such industries included iron and steel, light metals, ball and roller bearings, railway equipment, electric power, synthetic rubber and oil refining chemical works. Also included were merchant marine, fishing, whaling and cannery fleets. Diplomatic authorities said the new directive actually serves to give 11nation sanction to much of what General MacArthur has already accomplished. Otherwise the directive lays down various principles, similar to those adopted in Germany, for limiting Japan’s total industrial capacity to a fixed level.
