WITHDRAWAL OF FOREIGN FORCES SOVIET PROPOSAL REJECTED Rec. 9 p.m. ' NEW YORK, Aug. 5. The Security Council last night rejected by nine votes to two the Soviet resolution for the settlement of Balkan disorders. Poland voted with Russia. The resolution sought the withdrawal of foreign military personnel from Greece and United Nations supervision of economic aid granted to that country. The vote was taken without debate, and the council adjourned with no agreement on the Balkans in sight.
