SCHEME FOR PHILIPPINES WASHINGTON Mar. 14The United States has secured the right to maintain military bases in the Philippines, under an agreement signed in Manila to-day. The acting Secretary of State. Mr Dean Acheson, said that any of these bases may be made available to the Security Council by a prior mutual agreement between the United States'and the Philippines Mr Acheson added that the United States would send a military mission to advise the Philippine Government on nefence problems, and keep only sulficient forces in the Philippines to man the bases
