'needless loss of life RADAR INSTRUCTION REFUSED (Rec. 7 p.m.) SHANGHAI, Dec. 27. American aviation officials declare that the lives of 71 people who were killed at Christmas in the crashes of three transports could probably have been saved if the pilots had learned how to use radar. The. operator of the radar equipment at Shanghai airfield said the navy offered to instruct Chinese airline pilots in the use of radar but only two had accepted the offer. Three aircraft had safely landed through the fog which caused the crashes.
