STILL NO AGREEMENT
NEW PACIFIC AIR SERVICE UNWIELDY NEGOTIATONS (Rsc. 11.30 p.m.) CANBERRA, Aug. 12. Failure to reach agreement on reciprocal landing rights is holding up the inauguration of the Pacific air services between Australia and the United States, but the Government is hopeful that the hitch will soon be overcome. Australia has indicated that she is prepared to grant on a reciprocal basis the privilege of permitting American aircraft to fly across Australian territory without landing, to land for nontraffic purposes, to put down passengers, mail and cargo destined for the territory of any other contracting State, and to take passengers, mail and cargo coming from any such territory. Agreement is being delayed because the Australian representatives in the United States must communicate regularly with the Federal, British, New Zealand and Canadian Governments. An expression of opinion must be obtained from each of the other Governments on each new point raised in the negotiations.
