FULL RESUMPTION IMPOSSIBLE SHANGHAI BOTTLE-NECK (Rec. 7 p.m.) SHANGHAI, Aug. 10. The director of U.N.R.R.A.’s China office, Mr J. Franklin Ray, told a turbulent session of the U.N.R.R.A. Far Eastern Council that he could not recommend the resumption of full shipments of relief supplies to China until about November. About 120,000 tons of U.N.R.R.A. supplies were still held up in the Shanghai bottle-neck and about 296,000 tons more were on the way. He estimated it would take at least four to five months to clear the back lag.
