PRESIDENT’S NOMINEE (Rec. 10 p.m.) WASHINGTON, July 9. President Truman appointed Majorgeneral Myron Cramer a member of the International War Crimes Tribunal in Tokio subject to General MacArthur concurring. General Cramer, who is a former judge advocate-general of the United States Army, will succeed Mr Justice Higgins, who resigned.
