ADMINISTRATIVE STAFF
FIRST APPOINTMENTS LONDON, Feb. 17. The Secretary-general of the General Assembly, M. Trygve Lie, has made the first appointments to the Secretariat of teh United Nations. Mr Sobolev will be the Assistant Secre-tary-general in charge of the Department of Security Council Affairs. He, is 43, a brilliant linguist, and counsellor with the rank of Minister at the Soviet Embassy in London. He was Soviet delegate to the Dumbarton Oaks and San Francisco Conferences, and in Berlin he headed the Soviet delegation to the Commission of Reparations. M Adrian Pelt becomes Assistant Secretary-general in charge of conference and general services. He was born in Holland, and speaks English and French. Mr Adk Owen, aged 41. a Welshman, becomes executive assistant in the office of the Secretarygeneral, with the rank of director. He was a member of the British delegation to San Francisco, and deputy executive secretary of the Preparatory Commission of the United Nations last year. Mr Abraham H. Feller becomes general counsel to the Secretary-gene-ral, with the rank of director. He was special assistant to the Attorneygeneral of the United States in 1939-40. and representative for U.N.R.R.A. to the San Francisco Conference.
