BISHOP LISTON EXPLAINS (P.A.) AUCKLAND, Feb. 18. Bishop Liston, commenting on the cablegram about the Pope’s blessing on General Franco and the Spanish people, said what was unusual about this cabled news item was that Spain had been picked out, while no mention had been made of similar blessings, all in the course of the last few days, being sent to England through Cardinal Griffin of Westminster, to the United States through Cardinal Spellman, and to Belgium through its new Ambassador to the Holy See. This news had already been broadcast to the world by the Vatican radio station two days ago. ‘‘The bestowing of the Papal blessing upon the head of a State, a Government and a nation is the normal procedure of a pope at the conclusion of an audience granted to prominent members of any State,” said Bishop Liston. “The occasion for the Pope’s blessing upon Spain was when the new Spanish Ambassador presented his credentials on Friday. The Pope concluded his replv to the Ambassador’s address by sending his blessing to the head of the Spanish State, its Government and its people.”
