BROAD REORGANISATION LESSONS FROM WAR WASHINGTON. (Rec. 0.15 a.m.) Oct. 2. President Truman has authorised a broad reorganisation of • the navy to take advantage of the knowledge learned from war-time experiences., including: (1) The ultimate abolition of the position of commander-in-chief of the United States Fleet, and the transfer of his duties to the Chief of Naval Operations. (2) The establishment of a central office for the co-ordination of research and experimental tests, also an office to co-ordinate all procurement, contracting, and production activities. (3) The creation of new posts of deputy chiefs within various bureaux in order to find suitable positions for outstanding officers who achieved flag rank in war-time.
