COMBINED STAFF CONFERENCE complete Agreement RUGBY, May 27. The conference of the combined staffs at Washington ended in complete agreement on future operations in all theatres of war. This statement was made simultaneously in Washington and London. In Washington the statement, was handed to journalists by Mr Stephen Early (Mr Roosevelt’s secretary), who explained that the decision to issue it in Mr Roosevelt’s name, instead of as originally planned, jointly with Mr Churchill, was made at tfie minute.
