AMERICAN SEAMEN’S PROTEST (Rec. 7.30 p.m.) NEW YORK, Mar. 13. The National Maritime Union has adopted a resolution declaring that the union will not be a party to carrying vital materials to Spain. The resolution added that some, sections of the State Department have been flirting with notorious Fascists while thousands of seamen and soldiers are dying to win the war against Fascism. The Under-secretary of State, Mr Sumner Welles, in a letter to the chairman of the House Foreign Affairs Committee, Mr Lou Bloom, stated that the United States had not made bulk shipments of oil to Spain since February, 1942. Any future shipments of oil to Spain will be subject to agreement between the British and American Governments.
